a.Z-17-00020 SPECIAL EXCEPTION WITH SITE PLAN REVIEW   Zoning District: CT-S Town-Serving Commercial.  The application of CARRIAGE HOUSE PROPERTIES PART, Owner, relative to property located at 264 S COUNTY RD SUITE: SITE, legal description on file, is described below.

PLEASE NOTE: THIS PROJECT ENCOMPASES BOTH 264 & 270 S COUNTY RD. 1. A request for a special exception with site plan review approval to allow a private club "Carriage House" to operate at 264 and 270 South County Road in the CT-TS Zoning District. The Club will have a membership cap of 264 members based on the principal of equivalency for parking requirements. Lunch seating will be limited to 118 seats, which is the same number of seats 264 Grill restaurant had. The Club is proposing the following hours of operation: Sunday through Wednesday 11:00 a.m. to 12:00 midnight; Thursday through Saturday 11:00 a.m. to 2:00 a.m. 2. A request for a special exception to provide 68 night-time (after 5pm) supplemental off-site shared parking spaces at 230 Royal Palm Way to be used by employees and/or the valet operation for the Carriage House. Z-17-00051 SITE PLAN REVIEW  Zoning District: RB Low Density Residential  The application of STERANKA MICHAEL, Owner, relative to property located at 266 ORANGE GROVE RD, legal description on file, is described below.  Site Plan Review to allow the construction of a 2,900 square foot one-story, single family residence on a non-conforming platted lot which is 8,156.25 square feet in area in lieu of the 10,000 square foot lot minimum area required in the R-B Zoning District and 75 feet in width in lieu of the 100 foot minimum width required in the R-B Zoning District. Carried 7-0.  The Architectural Commission conditionally approved the project. The conditions are related to the architecture only.  Carried 6-1.]

Z-17-00054 SPECIAL EXCEPTION WITH SITE PLAN REVIEW AND VARIANCE Zoning District: C-TS Town-Serving Commercial  The application of VIA 313 1/2 WORTH AVENUE LTD, Owner, relative to property located at 313 1/2 WORTH AVE SUITE: B 3, legal description on file, is described below.1) Special Exception with Site Plan Review is being requested to modify a previous approval (which granted Bice Ristorante 46 outdoor seats) to increase the number of outdoor seats from 46 to 82 (an additional 36 seats) for the seasonal months of November through April only. 2) A variance is being requested to provide zero (0) on-site parking spaces in lieu of the required 12 parking spaces that would be required for the additional 36 seats.  [Applicant's Representative: Maura Ziska Esq]

Z-17-00056 SPECIAL EXCEPTION WITH SITE PLAN REVIEW AND VARIANCE(S)  Zoning District:  C-WA Worth Avenue The application of PALM V ASSOC LTD, Owner, relative to property located at 240 WORTH AVE, legal description on file, is described below. The applicant, Lilly Pulitzer, is planning to open a retail store on Worth Avenue in a portion (3,952 s.f.) of the previous space occupied by Hermes. A Special Exception with Site Plan Review approval is being requested to modify the storefront facade to include a portico, modify the existing second floor of a retail space in order to remove partition walls; and enclose an exterior stairwell. Also planned is a 106 square foot pergola addition to the courtyard, new paver and a fountain. The following variance is being requested in conjunction with this application: (i) A request for a variance for lot coverage of 72.7 % in lieu of the 72 % existing and 35% maximum allowed in the C-WA Zoning District. Z-17-00057 VARIANCE(S) Zoning District: C-OPI Office, Professional and Institutional  The application of EPIC RPW LLC, Owner, relative to property located at 250 ROYAL PALM WAY SUITE:  BLDG 1, legal description on file, is described below. Section 134-2437(1) and (2): A request for a variance to allow a business identification sign to include the full name of the company, "Alex. Brown A Division of Raymond James" on a building without any ground floor tenants, thereby prohibiting a business identification sign by Code. [Applicant's Representative: David E. Klein Esq]

Z-17-00062 VARIANCE(S) Zoning District: R-B Low Density Residential  The application of SOTER WILLIAM J &, Owner, relative to property located at 198 VIA MARINA  SUITE: CABANA, legal description on file, is described below.  1) Request for a variance to replace 3 glazed walls and French doors on a 307 square foot pool cabana located on the east side of the property (demolishing more than 50% of the cubic volume) which will result In a cubic content ratio ("CCR") of 4.36 for existing and proposed in lieu of the 3.927 maximum allowed in the R-B Zoning District. 2) Request for a variance to allow the existing 12 foot east side yard setback of the pool cabana to remain In lieu of the 12.5 foot minimum setback required in the R-B Zoning District.  [Applicant's Representative: Maura Ziska Esq] [Architectural Commission Recommendation:  Implementation of the proposed variances will not cause negative architectural impact to the subject property.  Carried 7-0.  The Architectural Commission approved the project at the January 24, 2018 meeting.  Carried 7-0.]

Z-17-00064 SPECIAL EXCEPTION AND SITE PLAN REVIEW Zoning District: R-A Estate Residential.  The application of CHESTERMAN ALEX, Owner, relative to property located at 880 S OCEAN BLVD, legal description on file, is described below. Z-17-00065 VARIANCE(S)  Zoning District: R-A Estate Residential  The application of TAYLOR TERRY R &, Owner, relative to property located at 780 S OCEAN BLVD, legal description on file, is described below. Section 134-843 (10)a. An application for a Variance to allow the construction of a 748 s.f. master bathroom addition in the same area that was previously approved for a walk-in closet in 2011 (COA-020-2011) and a master bathroom in 2013 (VAR-14-2013), with a maximum building height of 29 feet in lieu of 25 feet allowed. Citizens desiring to address the Town Council should proceed toward the public microphones when the applicable agenda item is being considered to enable the Town Council President to acknowledge you.
PUBLIC HEARINGS:Any citizen is entitled to be heard on an official agenda item under the section entitled "Public Hearings," subject to the three minute limitation.
COMMUNICATIONS FROM CITIZENS:Any citizen is entitled to be heard concerning any matter under the section entitled "Communications from Citizens," subject to the three minute limitation. The public also has the opportunity to speak to any item listed on the agenda, including the consent agenda, at the time the agenda item comes up for discussion.
OTHER AGENDA ITEMS:Any citizen is entitled to be heard on any official agenda item when the Town Council calls for public comments, subject to the three minute limitation.
Town Council Meetings are public business meetings and, as such, the Town Council retains the right to limit discussion on any issue.
